History of the Democratic Party

The history of the Democratic Party of the Republic of Korea dates back to the interim government set up on exile during the Japanese colonial rule, before the establishment of the Republic of Korea. Its more immediate beginning, however, dates back to September 5, 1995 when the National Congress for New Politics was created. On December 18, 1997, the NCNP saw the victory of its candidate Kim Dae-jung, who was elected as the 15th President of the Republic of Korea, the first peaceful transfer of power ever from ruling to opposition party. The “People’s Government” was launched. 

In January 2000 the NCNP expanded through reforms under the ideals of democracy, market economy and productive welfare to become the Millennium Democratic Party.  On December 19, 2002 the MDP saw yet another victory, the election of candidate Roh Moo-hyun as the 16th President of the Republic of Korea.  The “Participatory Government” was launched. 

On November 11 2003, through internal reforms the MDP split and from this division, the Uri Party was created. The remaining MDP changed its name to the Democratic Party. In early August 2007 the United New Democratic Party was created. On the 18th of the same month, the UNDP and the Uri Party merged forces, and on February 17 2008, the UNDP and the Democratic Party joined to create the United Democratic Party.

On July 6 2008 at its first regular national convention of the National Delegations’ Congress the party’s official name was changed back to the Democratic Party and Chung Sye Kyun was elected as the President of the Party.

Doctrines and Policies of the Democratic Party


As a political party with a long history of leading the democracy of Korea, we declare that we are a political party of the middle class that value democracy, freedom, welfare, peace and environment.


Based on the spirit and achievements of the South-North Agreement, the June 15th South-North Joint Declaration, and the October 4th South-North Summit Declaration, we accomplish a peaceful unification of the South and the North by establishing a peace system through the social, economic and cultural collaboration between the South and the North on the Korean Peninsular.


We pursue a sustainable development through the virtuous circle of growth and distribution by establishing a people-centered market aiming for creation of more jobs and expansion of the middle class.


We solve the jobs/education/medical service/housing/welfare-related matters as the first priority for the people to secure and maintain the quality of lives for the dignity of man.


○ Protect democracy, realize a society of politics with the people.
○ Realize a law-governed and transparent society.
○ Promote reconciliation and collaboration between the South and the North, prepares for unification on the Korean Peninsular.


○ Leading role in the international society and support Korean people living foreign countries.
○ Create jobs and expand the middle class through a people-centered market economy.
○ Strengthen the role of the government for the market economy.


○ Create a fair and horizontal relationship between the conglomerates and SM(small-middle sized) enterprises and expand supports for small business owners.
○ Stamp out speculations in real estate and focus on housing-related matters for the middle and low-income classes.
○ Focus on a balanced development and environment-friendly SOC.


○ Strengthen the competitiveness of the agricultural-fishing industries and the power of quarantine.
○ Expand educational welfare.
○ Expand support for childcare service and balance between work and family life.


○ Realize a social welfare country based on job creation.
○ Strengthen the public health care system to provide practically free medical service.
○ Guarantee a life and income after retirement and in golden years.


○ Provide opportunities for jobs/education/information for the disabled.
○ Pursue gender equality and improve the social status of female.
○ Realize a sustainable development and a sharing community on the Korean Peninsular.

Preamble

The Democratic Party has inherited and advanced the values embraced by the spirit of patriotism and love for the people of the independence movement against the colonial rule of Japan. It has also inherited the spirit of national foundation of the interim government, the democratization movement passed down from the April 19th uprising and the Kwangju Democratization Movement.  The Democratic Party also succeeds the fruits of the efforts made for political and social reforms, the realization of economic justice, and cooperation and reconciliation between the two Koreas. 

As the political amalgamation of a future power that has stood for democracy, reform, and peace and was pivotal to Korea’s democracy, the Democratic Party declares to be a political party true to its name that vigorously speaks for the interests of the ordinary people and middle class, leads reforms, and changes according to the will and demand of the people, and strives toward the peaceful unification of the Korean peninsula. 

By finding balance and harmony in differences like between the individual and the community, market and government, autonomy and responsibility, private versus public interests, we will pursue fairly distributed economic growth and the well-being of the people and the middle class, and we pledge to be a moderate reformist party that works toward elevating the standard of living of the people. Furthermore, we declare to be a democratic political party that pursues the construction of a nation that sees prosperity for the 8 billion Koreans living both in South and North Korea and all around the planet. 

The Democratic Party, upholding democracy, reform, prosperity, unity, peace, and sustainable development as its seven principal values, will continue to strive toward being a stronger democratic nation and a market principled economy, a welfare state and a consolidated and united society, a nation with a competitive education, rich culture, and environmentally friendly, and a system of peace on the Korean peninsula through policies of reconciliation and cooperation between the two Koreas. 

The politics that we pursue is one that values and protects the livelihood and health of the people, guarantees their security, advances their rights and freedom, expands and realizes a genuine democracy that reflects diversity including the rights of the minority and social economic justice, denounces authoritarianism and the monopoly of affluence, and stands for justice and responsibility that speaks for the rights of the people and on behalf of the people. 

Based on the spirit of the historic June 15 Declaration of the first Inter-Korean Summit Meeting and the October 4th Declaration of the second Inter-Korean Summit Meeting, we will create a “peace system” on the Korean Peninsula that unify the energy of the Korean people through cooperation in sectors and areas including social, economic and cultural, ultimately, working toward the unification of the two Koreas. 

By dealing with the era of globalization with flexibility, we will strive to build a market based economic system that is sustainable, and by safeguarding free and creative economic activities as well as just market order, we will promote to elevate the standard of living for all Koreans and focus to create a country where everyone can enjoy the rights to a happy life by balancing growth and distribution.

In order to build a just society where no one is left behind or isolated, we will focus on social unity, overcoming differences including gender, generational, regional or economic by creating a system for cooperation and understanding between management and labor, consolidation of the society, stable working places and creation of jobs, the establishment of preventive mechanisms, and the fostering of regional economic advancements.

The Democratic Party is striving to correct the wrongness of the Lee Myung-bak Administration and to take an aspect of the policy-centered and authorized political party. We will ease the pain of the middle class in order to make Korea a better nation for all of the people.

We will take care of the lives of the people.

We will make a society where poverty is not regarded as a crime. We will protect the people of middle class against the policies for the privileged class.

We will be a political party loved by the people.

We will communicate with the people, and we will find a harmonious way of making a better nation to live in through the communication, With the spirit of President Kim Dae-jung for peace and the spirit of President Roh Moo-hyun that focused on participation to changes the world, we will make Korea a better nation where the Korean people live well all together.
